"A Highly Qualified Expert (HQE) is an individual, usually from outside
the Federal Government, who possess cutting edge skills or world class
knowledge in a particular technical discipline or interdisciplinary
field beyond the usual range of expertise. The expertise of an HQE are
generally not available within the ODNI and/or the IC and are needed to
satisfy an emerging and non-permanent requirement."
